A menu command to 'open' all items in the menu or close them. (note: could be
based on selection and only affect children of current selection? )

'Expand' and 'Expand All' menu items (as well as tool-bar buttons) have been in the Capsule frame for as long as I've worked at Zat... I guess this was fixed a while ago.
